For most of american history, racially speaking, we had a black, white vinery. The problem was that you weren't supposed to ask people about their race and religion until the late sixties or early seventies. Every agency in the government has its own definition of who fits into these categories. It's only the people who look like the members of racial minorities cant be classified.
