The Problem of Reading in the 19th Century

At what point is there an expectation that everybody should be able to read? Because obviously everybody has different skills, don't they? Nobody in the 19th century can ride a horse or use a needle. When does the person who struggles to read emerge as a category of person who is seen as a bit of a problem?
