The german higher education system is completely free to non germans. That's the first time i've ever heard that, but my guess is that germany does that because they want to strengthen their position in the europen union. And that's why they offer these types of things for three so that is a political movement. Eveything that's te so much, so much to day is polarized in conversations. But we can acknowledge that something is politicized without having to make a judgment call about it.
