An industry in california, pretynlas 30 years, has arisen that knows how to do this. So you pay money and they get you the signatures you need to get on the ballot. And so those two things are really important when you're trying to get 12 % of the people wh voted in the last election to get the recall. But after you've mass media and t v and people you can pay to get the signatures, then it's not a question of popular uprising.
