How Did Elizabeth McDonough Approach the Reconciliation Bills?

In early 2000s, the Republicans decide that they want to use this vehicle to drive through their tax cuts. They get resistance from the parliamentarian who says, no, it's not what it's intended for. And because they did this through reconciliation, that's why in 2011, you wind up having a tax cutting fight over the Bush tax cuts. In 2017, Republicans run on repealing Obamacare, repeal and replace allegedly, but yes, first step is repeal. So they write a reconciliation bill because pieces of Obamacare were passed through reconciliation so you could go back and take them out through reconciliation. Right.
