CNN's John Defterios says the new credit facility sounds ironclad, but he can poke a few holes in it. The FDIC will make an assessment if there's inadequate monies available to cover depositors, and that's not going to make some individuals who run great big banks happy at all, defterios says. "I don't think the banks are going to be very happy about it when the FDIC hands down a special assessment,"Defterios adds.
