Emmanuel bentham was an English lawyer who wrote a book about the english common law. He called it 'dog law' because you never knew really what the rule was. Bentham believed that punishment should be spelt out in advance, so that you knew what you risked when you broke the law. His work attacked blackstone's interpretation of the english constitution.
