Is There a Language of Responsibility in State Interventions?

Lok: States have almost always deployed the language of responsibility. Is this typically, do you think what motivates a states to actis is it this moral, noble calling, or is it political interests that are the primary motivators? Lok: The presence of ulterior motives can produce a stronger motivation to involve oneself in responding to a human protection crisis. But worry that, and we have plenty of examples of this, that it can also pervert the course of such involvement.
