Thomas kun thought that scientists were of one of two sorts. Either you're an old fogey who would refuse to move on their most cherished theory, or a young upstart with a new idea. He tried to paint a picture of the project of science as being similar to the way in which fashion works. Scientists do in fact change their mind. People can be persuaded.
