Is There a Culture of Incentives in Government Jobs?

Private organizations tend to have more accountability measures than governments, especially for rules like police. So incentives really get distorted when somebody has a government job and we know how impossible it is for people to get fired from government jobs or to even be to really be punished. And that's one of the biggest problems is that you cannot have a break in police culture unless you just say, like, all right, we're firing all policemen.
