Tourism Development in Montenegro

The country is small enough where you can do day tours anywhere. The prices on Airbnb are really affordable. English is moderately spoken everywhere you go. I wouldn't say it's fluent like you're going to see in some other places in Europe, but most people can speak it enough to take a taxi here.
