He says that he's ready to basically, he and his men, they would win the war with their own methods if Moscow was willing to unleash them. And in some ways we are seeing all of these elements of the wider picture being played out on the Ukrainian battlefield. But at the same time he's using his language to in effect protect his men. He doesn't want them in the front line, he doesn't want to be taking casualties.
