How Much Is the Budget for the NHS in Wales?

Any substantial increase from income tax would have to come from increasing the basic rate of tax. If you raise the basic rate by £1P, you'd bring in an extra £219M. Of course, whether you're in Wales, England or Scotland, the same broad point applies. You've usually got to put up the rate with the most tax payers.
