"I spent a lot of time obsessing over the interesting, unindicted, um, provocateurs that were in the crowd," Baker said. "Some have been identified since and some who haven't." He says he's written about those people as part of his early work looking for odd bird characters at political events. The former federal prosecutor has also worked with Capitol police officers to develop whistleblowers out of them.
