In Bitcoin, we have something where again, common trope rules without rulers. We've never had the capacity to assert authority around a rule set absent a central power. He who has the gold makes the rules, right? That's another famous axiom. And it's because the one who has the authority to enforce rules also has the authority and the power to take from people at will.
