A lot of smaller island states do not want to have a customs union without robust forms of redistribution. They don't want to be captured markets of larger states like trinidad and jamaica. And so there's a real anxiety here that the economic burdens of the federation would unduly be placed on on jamaica, one reason. There's a kind of complicated politics around representation, and whether or not representation in the lower house should be solely on the basis of population.
