The priority queue is going to be extended so that users can get together and submit like a collective claim. So you can always go on layer one and submit your transaction there. You don't have to provide or generate an easier knowledge. And since the priority queue will have a kind of predefined sequence of transactions, it's going to be any easy for anyone to generate this blocks without any race conditions because the transaction sequence is pretty fine.
