The Congressional Budget Office makes predictions every year of what's going to happen in the economy. The CBO has a consistent track record of being optimistic, and they're optimistic on both sides. When you ask them to project federal tax revenues into the future, they are almost always, and by almost, I mean 80% of the time, over-anticipated how much federal tax revenues will be in the future. And when you ask them,. project federal spending in thefuture, they're always, and by always, under-anticipated federal spending. This is nothing. Once the crisis turns, what happens?
