The higher that number goes, the smaller the actual die is. Sometimes you'll see two G-Force GPUs that have 5,000 CUDA cores and one has 4,000. Some of those functional units might have been damaged in manufacturing or they might have just been turned off to hit a lower power profile. There's only so many CUDA cores on a die, even if it's perfect. And it only makes so much sense to cut them down before that's just a broken product.
