The Japanese rating system is a organization called Sarah, it's spelled C-E-R-O. Whenever you release a game on a console in Japan, this several rating is required. Compared to ratings boards like ESRB, maybe, the Japanese ratings board is known to be a little more strict. So, I think softening is required for a lot of games that really is in Japan.
