Is God Binding the Grace to Repair?

In Aquinas, a mortal sin entails turning away from God as one life's ultimate end. And because that sin is an offense against that ultimate good, namely God, there is a due punishment for the individual to not have that good. When I die, that debt of eternal punishment remains with me and so for the rest of my existence, it is just for God to issue the punishment of eternal punishment.
