Is Near Shoring an Acceptable Alternative to Manufacturing in China and Tijan?

The printed circuit board association of america is advocating for near shoring. It says that in certain circumstances, it may make sense to have manufacturing facilities in mexico or other allied countries. But i think there'ill always be some level of premium - but once again, are we willing to pay that premium?
