The system of monarchy in that it allows only people of a certain bloodline to rule. In your royal, you want to marry other royals and there aren't a lot of other royals. You don't want to imbue someone else with royal blood within your own culture because that immediately makes your family a possible target later down the line from their family. And this gets used both ways.
