The Book of Numbers Is the Narrative Book
Moses in Deuteronomy is recapping what has come before and establishing once again here are the rules. This is Moses's last speech do the row second no more words to the second command second word. The book of numbers is the narrative book that tells us the story of the people in Israel as they're getting closer and closer to the end of their wilderness wanderings.
