Do You Think the Norm of Transparency Is Going to Slowly Start Going Back in Reverse?

Initially there was a norm of secrecy, and now, increasingly, there is a norm of transparency. The strength of ar ti depends on how much citizens actually use the right to information. And so once citizens lose interest in seeking information from the state, it's only then that ar ti would actually be countermanded or ar ti would recede in the background.
