The Problem With Private Tutoring in Deprived Neighborhoods

I think our societies, our culture needs to be addressed to some degree by government intervention. We can spend more money, but the bulk of the solution is at the cradle and at the family. I have seen this over the last eight years. How is it that these kids have done so well in school? It's because mom and dad were there and encouraged them.
