The spanish crown left it to the dutch themselves to raise and collect the money as they saw fit. I think they took parliament's right to tax far too literally. The point was that taxes had to come from a body that represented the taxed, and the americans were not represented in parliament. So saying to the virginia house of burgesses, we need x amount of money from you per year would have been an unthinkable breach of parliamentary sovereignty over the right to tax.
