Introduction

On December 5th 1996, Federal Reserve Chairman Alan Greenspan was receiving the Francis Boyer Award from the American Enterprise Institute. He gave a speech in which he spoke two little words that probably came to mark his career if not the entirety of the latter half of the 1990s. What he was really saying is that we have no idea if the stock market is behaving rationally or not. How would we know? In fact, here's a direct quote from his speech: "We need to have a conversation about money and inflation"
