Cities have been unable to address these severe social problems that exist within them, especially in Californian cities. The slashing of taxes has really benefited people like Sax and Muscatil because they haven't had to pay as much taxes,. So cities and states and federal governments have not been able to provide them. It's a real bummer because politics is messing hard and pretty dysfunctional in the U.S., but there are other solutions out there.
