If your company does stack ranking, you actually might be a hot commodity. You need to figure out if this manager learns about two needs improvement ratings in the past is that automatically disqualify you or not? And if the answer is no, but there's still a chance that it could disqualify you, then it makes sense to delay this much as possible while you build a good, positive report with the manager.
