There's no central hub for anyone to just complain to where then things get routed to the right place. One of the most important aspects of a 3-1-1 style system, Georgia and I are both used to it living in New York, is that you call a general line and then it does get routed fairly consistently to the right people. There's a GitHub repository called Packaging-Problems, which is meant as a general, you report a problem where you don't know where in the Python packaging ecology it should be reported to.
