Twitter's Throttling of the Usage Limit
Twitter apparently has not been paying for Amazon Web Services' bills. The company uses the cloud-based service to host and basically allow for their platforms to run smoothly. Twitter is now passing that on to the user base so that it doesn't go completely blackout or something like that.
