The Importance of Academic Graduate School Programs
Only about 10% at most typically indicate they want a PhD. Most of the, let's call them top 25 or top 50 producing graduate programs usually are only offering a PhD in admissions. You'll be hard pressed to find Master's only as the terminal degree in an academic subject. The one thing I will say though is that the academic graduate programs, these don't often exist at the master's level.
