What's Changed in the Last 150 Years?
The first responders to any disaster are the people who are in that community, Samantha says. FEMA wasn't created until the 1970s and there were some offices that were a precursor to FEMA. So what's changed in the last 150 years isn't just better architecture, technology, communication, transportation, like soap, but also an increase in government involvement, she says.
