Foreign central banks will set up on the quarter point because it's just a number that to them is easy. It may have nothing to do with chart technical resistance or support, but hey, three and a half percent sounds like a buy area for the three for the 10 year note. Most people aren't traders and they're not looking at it and they don't even want to know the they may hold the asset but they have no idea what to do with the asset.
