The Security Situation in Congo

This is before Western companies have even really rolled out any extensive sanctions or requirements on Coltan miners inside the DRC. So why our smuggle is already looking to smuggle with their Coltan into Rwanda, Kenya, Tanzania, or Burundi? Is it because those countries are close by and have better infrastructure than Congo does? Or are they trying to skirt internal taxes or sanctions? I don't believe that this is an effort to avoid sanctions or to skirt some sort of international regulation on minerals. What we're seeing is the effects of this unregulated space which has created a playground of sorts for Uganda and Rwanda specifically to carry out their own proxy war if you will.
