I think the Nairuvian foreign policy of the 50s and 60s placed a lot on soft power. Since the 1990s, there's been a shift in foreign policy away from soft power towards an idea of hard power. And it's not clear to me that Modi's options have been restricted as a consequence. I would say that India's maneuverability under Modi foreign policy wise has actually increased or certainly has not diminished.
