How Long Does It Take to Learn a Foreign Language?

In the United States, there is a governmental organization called the Foreign Service Institute. Their job is to provide language training and culture training to U.S. government employees. The institute has been doing this job for in excess of seven decades. And during that time, they have acquired expertise in what it takes to teach English speaking persons a foreign language.
