Military Program Budgeting - The Army and Navy
Program budgeting implied that a single organizational unit must handle all aspects of the budgeted project. The Air Force aligned themselves to the program budget from the start because they did not have a long history of in-house technical services or bureaus. Navy molded its program structure around its existing system of bureaus; fundamental basis remained organizational. Army attempted to comply with the program budget, but unlike the Air Force, it had strong technical services which jointly worked on programs. Program budget laid dormant in the 1950s because it was never fully implemented.
