Geoengineering and Climate Change

There are some very substantial governance challenges so the question would be who would actually be in control of this system? What level might one look to set it at? Both weather and climate are difficult to govern. It's hard enough to keep our land borders peaceful so finding a global administrator for the sky is going to be hard, practically, politically, socially, philosophically. Although weather modification has had a check at past with fakers and hopeless and dreamers, if the science proves it can help with our increasingly volatile weather it can work for the greater good.
