President George W. Bush was preparing his address to from the oval office that night and on. The big bit of that is, you're either with us or with the terrorists. We will make no distinction between the terrorists who committed these acts and those who harbored them. I found it extraordinary that the bush doctrine was created on that day. That's what that speech had to do. He had to announce something.
