Russia's Biggest Oligarchs
These oligarchs have used their connections to gain extreme wealth. Ego setchin is considered to be the leader of the siloviki and the second most powerful person in russia. Andfinally, there are outsider oligarchs. These are wealthy individuals with little connection to pewton to day but who have largely been left alone by the government. Often they made their fortunes by buying companies in the 19 nineties and then being quiet and not troubling the government.
