Is the HACT Act an Appropriate Subject for Investigation?
Congress has been conflating the two and suggesting that a US court is an appropriate forum for figuring out China's role in the global pandemic. The HACT Act would allow suits against foreign states for not only kind of malicious spyware type attacks, but really any kind of unauthorized intrusion into US networks. But whether or not that is an appropriate subject for investigation, let alone resolution in US courts is an entirely separate question.
