A maneuver warfare holds that one should avoid the enemy's strengths and strike it as weaknesses. And one should devolve, this is kind of at the heart of your piece. You push authority down to the lowest level you can really get away with. The guy typically with the most stuff brought to apply, most efficiently wins.
