Even by the 80s, Bernie Madoff was acknowledged as one of the higher paid people on Wall Street. He also was very, very well paid. The reason why he was taking such a modest amount is simply because he wasn't actually doing anything. If he would have taken 2% and 20%, this would have capsized much, much earlier. But ultimately he became wealthy because of this.
