Heroin addicts don't put their hands up and say, okay, well, I'll become a marathon runner then. No, they think I've got four hours to get my next hit. Half of all the quasitive crime in Britain is still driven by people's need to buy heroin. You know, changing it now is very, very difficult without doing the Portuguese model where it ceases to be a criminal problem and it all becomes a health problem. We scale every drug on a 100 point scale, 100 be the most harmful, zero be no harm. So there's nine harms to the user and seven harms to society. And each of those 25 has got to become a dealer.
