Can Neictron Pollen Kill a Billion Bees?

A study in 2018 found at least three or four different Neonicotinoids in any given hive across the globe. The concentrations that we generally find in Neictron Pollen is at a level that's much lower than what would cause direct or acute mortality. So whilst it doesn't kill the insect pollinators or bees, how could it affect their behavior and can that impairment to behavior translate to a problem with how bees survive?
