Foreign Ministers - Is That a Prerogative of the Constitution?
The idea that the president can appoint ministers abroad grew out of the foreign intercourse bill in 17 90. But congress wanted to set a fairly measly budget for foreign ministers. The entire administration agreed that if that budget was set at a very low amount, it would really limit the president's ability to conduct diplomacy. So they cally conducted a multi prong approach, where jefferson went and actually testified in front of a committee about the need for a more expansive budget.
