Inflation targeting framework didn't come about by itself. The central bank governors, governor rajan and governor potel had to push for it in the first place. They have to be willing to speak truth to power when electoral pressures are pushing them otherwise. And finally, unfortunately, playing the game of chicken. Sometimes you have to not give in to the first compromise pressure that gets put on you.
