Changes to the BCO will have to do with polity. One of the clearest recommendations from the dasa report was background checks for all officers in the pca. The language of the overture stipulates that it is a requirement, but there's quite a bit of vagueness and things that are un stipulated in the overture specifically on behalf of grassroots presbyterianism.
